China Southern Power Grid recently released a template for the grid-side energy storage grid connection service process and required materials. It includes three parts: grid-side energy storage project grid connection application, access system material review, and grid connection acceptance application.

Guidelines for grid-connected energy storage projects

Dear customers of grid-side energy storage projects:

In order to improve the efficiency of grid-side energy storage project grid-connected related business, please read the following carefully before handling the business:

2. Grid connection acceptance

When customers apply for grid-connected energy storage projects, they need to bring the following documents:

1. A letter to the power grid to submit a grid connection application (the planned construction start time, grid connection time, construction scale, construction location, and the customer's contact person, phone number, email address, etc. for the grid connection application should be clearly stated);

2. Copies of business license/organization code certificate, and identification documents of the legal representative (resident ID card, household register, military ID card, passport, home visit permit, etc.);

3. Identity documents of the person handling the business, and letter of authorization from the client (if issued by a non-legal representative when handling the business);

4. Project establishment documents (approval, filing documents) and other materials;

5. Other relevant information required by local government departments and regulatory agencies;

6. Documentary evidence of inclusion in the power development plan or special plan approved by the government energy department or the annual implementation plan of the government energy department at or above the provincial level.

3. Access System Information Review

After the access system document review is passed, the customer can start the project construction. The documents required for the access system document review are as follows:

1. A letter to the power grid company requesting a review of the access system plan (which should include the planned commissioning time of the project's booster station, the first grid connection time of the energy storage part, and the full grid connection time);

2. Research report on access system;

3. The business license of the design unit, a copy of the corresponding credit rating certificate (with a seal), and the design commission contract (or other supporting documents);

4. Proof of land (including land for energy storage and booster station, etc.), such as proof that the project land is included in the local construction land, etc.;

5. Project establishment documents (approval, filing documents) and other materials;

6. (Pre) feasibility study report of energy storage project (should include relevant contents of energy storage safety, such as the site selection, layout and safety facilities of energy storage power station, etc.);

7. Other relevant information required by local government departments and regulatory agencies.

4. Grid connection acceptance and commissioning

After the grid-side energy storage project is completed, it is necessary to apply to the grid company for grid connection acceptance. Only after passing the acceptance test can the metering device be installed and connected to the grid for operation. The information required for the grid connection acceptance application is as follows:

1. Application form for grid connection acceptance and commissioning of energy storage projects;

2. Copies of qualification certification materials of the construction unit and the testing unit (stamped);

3. Completion drawings and descriptions of the electrical engineering;

4. Nameplates, parameters, electrical wiring diagrams, system structure diagrams, product manuals, data lists, quality certification reports of network-related electrical equipment, type test reports of major equipment (including battery cells, energy storage converters, battery management systems, etc.), factory acceptance reports of battery boxes, box transformers, switch cabinets and other equipment, relevant technical parameters, simulation models and verification reports required for power flow, stability calculations and relay protection setting calculations, electrical equipment handover test reports, on-site acceptance reports, energy storage power station safety assessment reports (power battery cascade utilization energy storage projects also need to provide cascade utilization battery safety assessment reports issued by relevant qualified institutions), operation monitoring system grade protection evaluation reports, fire protection system third-party acceptance reports, etc.;

5. Technical information such as typical operation tickets, operating procedures, maintenance procedures, accident handling procedures and anti-accident plans of energy storage power stations;

6. List of on-duty personnel and qualification certificates issued by the dispatching department, professional operation modes of the power station and the power grid dispatching organization, relay protection, automation, network security, communications, etc., and list of contact personnel;

7. Energy storage power station commissioning plan, startup plan, energy storage performance test, and grid-related test commissioning plan;

8. Qualified opinion issued by the power engineering quality supervision agency;

9. Grid connection permit application report.
