It does not necessarily have to start from the lowest input voltage, it is possible to start from the highest input voltage.

Not only this circuit, but other switching power supplies should also be designed from the highest or lowest input voltage.

The highest or lowest input voltage are two extreme conditions. If these two extreme conditions pass, the intermediate conditions can generally also pass.

The so-called minimum input voltage and maximum input voltage are the boundary points of the input voltage variable (real number).
