NDRC responds to chip project failure: whoever supports it will be held responsible for major losses and will be held accountable

On the morning of October 20, the National Development and Reform Commission held its regular press conference in October. At the meeting, a reporter asked, "Recently, reports about chip projects that have been left unfinished have attracted attention. How can we promote the development of this industry while avoiding a rush to invest and the emergence of fake projects?"
In response, Meng Wei, spokesperson for the National Development and Reform Commission, said, "We have also noticed that the enthusiasm for domestic investment in the integrated circuit industry is constantly rising. Some "three-no" enterprises with no experience, no technology, and no talent have joined the integrated circuit industry. Some places do not have a good understanding of the laws of integrated circuit development and blindly launch projects. The risk of low-level duplicate construction is emerging. Some projects have even stagnated and factories have been left vacant, resulting in a waste of resources."
Meng Wei said that the National Development and Reform Commission has always attached great importance to the healthy and orderly development of the integrated circuit industry. In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, it will work with relevant departments to strengthen top-level design, focus on industrial planning and layout, and strive to maintain the order of industrial development. In response to the current chaos in the industry, the next step will focus on doing a good job in four aspects.
First, strengthen planning and layout. In accordance with the development principle of "main body concentration and regional agglomeration", strengthen the service and guidance of the construction of major integrated circuit projects, orderly guide and regulate the development order of the integrated circuit industry, and make good planning and layout. Guide the industry to strengthen self-discipline and avoid vicious competition.
Second, improve the policy system. Accelerate the implementation of Document No. 8 of the State Council [2020], which is a number of policies on promoting the high-quality development of the integrated circuit industry and the software industry in the new era, and promptly introduce supporting measures to further optimize the development environment of the integrated circuit industry, standardize the market order, enhance the industry's innovation capabilities and development quality, and guide the healthy development of the industry.
The third is to establish a prevention mechanism. Establish a long-term working mechanism of "early sorting, early discovery, early feedback, and early disposal", strengthen risk warnings, strengthen communication and coordination with banking institutions, investment funds, etc., and reduce investment risks in major integrated circuit projects.
Fourth, we will strengthen the responsibilities of all parties. We will insist on enterprises and financial institutions making independent decisions and taking their own responsibilities, and increase the concentration of the industry. We will guide local governments to strengthen their awareness of the risks of major project construction, and in accordance with the principle of "whoever supports, whoever is responsible", those who cause major losses or trigger major risks will be notified and held accountable.
