Solution to the failure of CCS8.0 and XDS100V3 emulators to connect to the target board

For a novice, it is not an easy task to successfully connect to the target board, so I will record here the process of my novice trying to connect to the target board.
My development platform: WIN10 system CCS8.0
Target board chip: TMS320VC5509A
Emulator: Yanxu XDS100V3
Confirmed prerequisites:
CCS8 has been correctly installed;
the emulator can be recognized normally when plugged in (no need to install the driver manually, CCS comes with its own driver);
the emulator's cable is tested with a multimeter to ensure that there are no broken wires;
the target board components have been correctly soldered and checked for short circuits and open circuits.
OK, try to connect, and report the following error (sometimes the error reported is different, no screenshot is taken)
Check whether the following configuration is normal
Open the cxxml file of the project (inside the project) to get the following interface. Make sure the simulator and your chip are selected correctly, then click the arrow
After clicking in, you will get the following interface. Click in sequence to test the emulator (at this time, your emulator should be connected to the computer, and it is best to also connect to the target board and power on the target board)
After the test is completed, you can find the test report below. You can see that the test was successful. (If it is unsuccessful, there are many reasons. There may be a problem with the downloader, the USB cable, or you may disconnect the power of the target board and re-plug all the connecting cables. You need to check them one by one until the test shows the following success page. A successful test means that the process from the emulator to the computer to CCS is successful.)
After testing the simulator, click on Debug in CCS, right-click on the position shown below to connect to the target board

If the connection still fails, there are many reasons. You can try it several times. Turn off the power > unplug the emulator > connect. The power
-on sequence is:
1/Connect the computer to the emulator and the target board
2/Power on the target board
3/Click CCS to connect
