I haven't played with Hetai's stuff, but I suggest you learn how to find information first. There are a lot of codes on github for reference. I'll list a few for your reference

The code on the github link can be used as a reference. It is a 14-segment LCD driver, but there is a read-write driver for the encapsulated

However, there is a big difference between HT1621 and HT16L21.
