[MicroPython] STM32 branch fixes a CDC problem when USB is reconnected [Copy link]

Characters are not retransmitted if USB is reconnected. Prior to this change, if USB was reconnected, some characters in the TX buffer might be retransmitted, fixed by preserving the TX buffer state between reconnects.
