This circuit is basically a system for generating pulse modulated signals for a Gunn diode microwave oscillator, and multiple speeds have been set in advance (S3 a and b). The 555 timer is used in conjunction with a frequency divider. It is used to generate Doppler shifts equivalent to 25, 35 and 55 miles for X- and D-band radars.
