I have a CC2541 board. I connected CCDebug and used IAR to download the routine. It showed that the download was successful, but the board did not respond. The voltages of each pin were different from those in the program. It looks like you used CCdebug to download it. When you select Flash image or HEX file, remember that the path cannot be too long. You can try putting the hex file on the desktop later. Also, after plugging in the emulator, you need to press the reset button of ccdebug. For example, when I use cc2530, I plug in the emulator and press the reset button to change the color of the indicator light from red to green, and the emulator can be seen in the device manager. In addition, you need to make sure that the hex file you downloaded is a successfully compiled hex file.
