Is there an oscilloscope or similar product that can generate a file of the voltage waveform within 300 milliseconds (observation accuracy is 25us/grid) so that the entire waveform can be viewed on a computer?

300ms/25us=12000sampls

If 25us per grid means one sample every 25us, then you only need to find an oscilloscope with a memory depth greater than 1.2k (most of them are now more than 1M).
